How would you 'save' Gotham?

In the film there were two ways suggested of saving Gotham from crime

One was Wayne's Batman concept of becoming a vigilante and creating fear

The other was Ghul's idea of destroying Gotham and beginning again

Would you choose either of those options or would you choose some other path?

Me? I'd probably do nothing

But if I had enough power I'd probably try to tackle the petty crime first and work my way up

Hmmm I would most likely be a rat and take them down from the inside or I'd tackle the corrupt police force so I'm not alone in fighting crime

I'd do the same as CaptainHammer and try and tackle the corrupt establishment first as what is the point of fighting crime when the people who are supposed to be doing don't
